Who/what is Ho-Oh?
Ho-Oh is a legendary Pokemon. It was the first generation 2 Pokemon to appear in the anime, making it the first sign that the franchise would ever expand beyond 151. Legend says that Ho-Oh once lived in Brass Tower during the ancient times. However, war broke out, and when the tower was burned, Ho-Oh resurrected 3 Pokemon caught in the damage, Raikou, Entei, and Suicune and then fled. A new Tin Tower was created, but Ho-Oh never returned.

Ho-Oh is a Fire/Flying type, its species type is known as the rainbow Pokemon.

Where can I capture Ho-Oh in the games?
In Gold version, you need to obtain the Rainbow Wing from the Director in the Goldenrod City radio tower and then find Ho-Oh at the top of Tin Tower in Ecruteak City. In Silver version, after you defeat the Elite Four, you'll be able to access the Kanto region (the old location from Red/Blue/Yellow). If you visit Pewter City, a man will give you the Rainbow Wing and with it you can find Ho-Oh at the top of Tin Tower in Ecruteak City. In Crystal version, go to the radio tower in Goldenrod City and obtain the Clear Bell from the Director. After you catch the 3 legendary dogs (Suicune, Entei, and Raikou), visit Celedon City's Pokemon Center. You'll find Eusine, be sure to talk to him, he'll tell you that he's going to return to Ecruteak City. Follow him, and head for Tin Tower. There should be an elderly man there, who gives you the Rainbow Wing, saying "Take this to protect you." Then journey to the top of Tin Tower and find Ho-Oh. In Heart Gold, obtain the Rainbow Wing by defeating Team Rocket and the Kimono Girls in Ecruteak City and visit the top of what it is now known as, the Bell Tower. In Soul Silver, it's the pretty much the same method as Silver version. Talk to a man in Pewter City who will hand over the Rainbow Wing and ascend up to the Bell Tower.
